San Francisco is a borough in the heart of Panama City containing the city’s largest park, Parque Omar, and its bustling shopping district. The neighbourhood has experienced rapid and relatively unplanned development in recent years. One of the dominant resulting issues is the lack of sidewalks and walkable streets. This problem is exacerbated by the city’s typical built form - due to a high water table, parking is mostly above-ground and often consumes the first 3-10 storeys of every high-rise building.
For the new master plan, we introduced a set of codes that reclaim public space and enforce live façades to promote pedestrian use. These codes also aim to regulate high-rise development and promote small- to medium-scale development. 9 categories were created, each containing different specifications for the built form. Since form-based codes are a new concept to Panama, we also produced content that would help facilitate their introduction to stakeholders and residents.

Panama City’s Metro system currently consists of 2 lines: Line
1, which has been in operation since 2014; and Line 2, which is currently under construction.
Line 3 is a newly proposed above-ground metro line that will connect Panama City with Arraijan and La Chorrera, districts west of the Panama Canal.
This project was a diagnostic study of the urban areas around the 14 proposed stops of Line 3.
